Anglian Water seeks £1bn delivery partner

Anglian Water Services is seeking a delivery partner for 15 years of work that is expected to be worth £1bn.

The utility giant published an official procurement notice for the role on Friday (15 November), and will hold an event for suppliers later this week.

Anglian has set out plans to spend £10bn on its network during asset management period 8 (AMP8), which runs from 2025 to 2030.

The delivery-partner procurement notice predicts a “considerable ramping up of capital expenditure” that will continue into the following five-year period.

This will then “level off” in AMP10, which concludes in 2040, according to the company.

It added: “That increase in scale is to be achieved by delivering bigger, more complex projects in greater numbers, with a significant volume through new delivery mechanisms such as direct procurement for customers and specified infrastructure projects.

“Delivering that increase in volume and complexity will require the programme delivery partner (PDP) and Anglian Water to operate in a fully integrated team, with Anglian Water relying on the PDP to provide the necessary capacity while also supporting the development of Anglian Water’s management capabilities.”

It said: “The PDP will therefore have a critical role in the successful navigation of this transitional period, and any change in partner midway through the 15 years would cause disruption and introduce an avoidable risk.”

Anglian explained that the chosen partner would have to demonstrate “extensive experience in portfolio, programme and project management”, and manage the delivery of “major complex infrastructure programmes within a regulated environment and under UK planning legislation”.

A wide range of duties is expected to include planning control and outcome modelling; health, safety and wellbeing management; cost estimation; engineering, commissioning and integration; environmental services; contract administration and more.

Companies have until 16 December to express their interest in the role. Those registering by 4pm on Wednesday 20 November can attend a launch event taking place this Thursday.

Anglian Water this summer launched the hunt for contractors to build two huge reservoirs in Lincolnshire and Cambridgeshire (pictured).
